Resently, this has been growing with my D. capillaries. Is this a Utricularia, if yes what kind?

Yes, those appear to be old utric blooms. My guess is U. bisquamata. Do you have a pic of the leaves?

They a gotta be extremely small if anything

Usually U. bisquamata leaves look like flattened grass lol.
