A bud appeared. The problem appeared after some days in temperature of 27 Celsius, under artificial lights, aeriated peat mix, and not to moist and the roots can grow up to 10 cm.

Hmmmmm. Strange, filfimoris only go dormant in the winter. It may have went dormant from 2 thing. Number one the grow isn’t strong. You need a really strong grow light for sundews. Number 2 water. Filfimoris like to sit in a tray of water constantly. In the winter the light level lowers and the it rains less. I’m assuming those two things triggered it’s dormancy. Hopefully this makes sense. I would recommend putting it outside in full sun or in a sunny windowsill fill. Put it in a tray of water and keep it constantly wet.

Under lights? That might be your problem. For some reason I can not figure out some temperate plants will go dormant in the summer when under lights (no natural light). I've had it happen to most temperate Drosera at one time or another and all temperate Pings that I was dumb enough to try starting inside under lights in the spring.
