Chefdean, my name is Roberto and I live in Brazil. Is it possible to apply to receive seeds? If so, could you tell me how to proceed?

Unfortunately the seeds are only available for US addresses.
As the seeds are sent in a SASE, the recipient pays postage. It would be on you to not only figure out postage from Brazil to Tennessee, but return postage as well.
It would probably be easier to try to find others locally to get seeds from.

I'm looking for darlingtonia seeds that are not very common to find around here.

Good luck.
Your best bet would be online from a reputable retailer. You can also find some on Etsy, Ebay, and Amazon, but I would be cautious with those.
Dig deeper in the ad, if it seems too good to be true, it probably is. 100 seeds for $5 US plus free shipping, guaranteed to be fake. Anything from China, hard pass, virtually all are scams.
Look for actual carnivorous plant suppliers, many offer seeds as well as the possibility of a plant.

You can try the European sellers, most seem to ship Worldwide:
http://www.bestcarnivorousplants.net
https://www.czplants.com
http://www.carnivorsandmore.de/Vkliste_ ... h_vers.pdf
http://carniplants.eu
and etc.

I'm not recommending any of these in particular, people have had mixed results from each one. And mostly they're closed for the Summer. But at least some of them ship to Brazil.

Another thought: Join the International Carnivorous Plant Society and use their seed bank.
