I'm not sure what species it is but i'm 100% sure it is a bladderwort. I know this as a piece of a bladderwort washed up on the beach were I went. I found them at a nature reserve/beach in small ponds, i'm not sure what the name of the reserve is though. This is also the first carnivorous plant I have seen in the wild!
