I have tried submerging for a few days, I have completely repotted and thoroughly washed each plant, I have tried killing these guys by hand, no luck. I need help! I'm not even sure what they are but they are driving me crazy.

Those look like aphid shed skin. Bayer 3in1 works well.

Bayer 3 in 1 works awesome! Make sure to spray under the leaves and the top of the soil.

I feel you with the aphids... one of my capensis that I had outside for the summer had them really bad and it literally took years to completely cure it. Patience and time, plus diligent treatment, will do the trick. If not, you can always take some root cuttings and start over.

If you use Bayer, please try either of these containing sulfur and pyrethrins:
  1. Natria Insect Disease Mite control
  2. Natria Fruit & Vegetable Insect Disease Mite control
  3. For non-carnivorous plant applications: insecticidal soap
before this one containing imidacloprid: 3-In-1 Insect, Disease & Mite Control for Roses, Flowers & Shrubs. The latter can help with harder to kill insects because it is systemic, but it is killing off bees and being banned in some states. I don't want more bees to die or for it to be banned so it needs to be used carefully. The former is very effective, it just needs to be used daily until the pests are gone.

They are kind of white and fuzzy, someone else told me they look like aphids too. I keep thinking I've gotten rid of them but they keep coming back! I appreciate the help :-)
