For whatever reason, there all huddled on the cold wet windowsill I this cold azzz winter. Why, I have no idea.

Looking up winter conditions regarding them, turns out they are one of a few species that can actually achieve a sort of diapause.

They can freeze parts of their body to withstand winter, but not all parts

Why are they on the windowsill when my entire green room is planted.

Granted my plants are catching some, but why the majority here?

They are moving towards the brighter light. To control future generations put a small chunk of a "Mosquito dunk" in the water can or tray.

I don't know about that. I have my grow lights running at night, and they stay put there.

Even if they were, instinctively they would move more to the top of the window, which would, I theory, be closer to the sun
