In my opinion, a 9 watt fluorescent bulb is certainly under-powered for a VFT's photosynthetic needs. Perhaps some sundews would be more fitting for a setup like that, but I say it's bare minimum and would have to be inches away from the plants. Also, for that price...? You might as well hold off and save up for something like this, given if space is not an issue.

I cannot justify paying 60 dollars for that midgee light

Spend the same amount for a better one

You could spend half that and get a compact light fixture that is 24W.

Or for a little more you could get a 48W T5HO lamp.

Both of these are a lot bigger but will put out more light and allow for more plants underneath. Plants you can buy with the money you saved.
