That should keep the roots from entangling to the cotton and if your cotton is big, it's really hard to remove. At least they are in the moss now you wont worry about remove the cotton when they grows bigger :)

Mine's a good example:

See I had mine in cotton till the first 2 leaves developed, it was really hard to remove as they are too tiny..
