how intense must a fluorescent light be so it will be enough for my VFT?

my lights now are 2 8-watts, with my VFT 3 inches away from the light

I used 2 GE 32W T8 daylight bulbs from Walmart throughout the growth season and my plants loved them:

I'm not sure if wattage directly correlates to lumens, but it's the lumens and color temperature you need to be concerned with. The bulbs I'm using are 2700 lumens and 6500k. The first link above says to look for "Cool White" bulbs, however I found these are usually around 4100k where as 6500k bulbs are usually called something like "Daylight". I also just got a Hydrofarm grow light on sale that is a 54W T5 bulb. I'm not sure how many lumens it is but it seems super intense by looking at it.
