I've been trying out the flower stalk cutting method for making new plants and I saw all these new little plants forming on the outside of the old stem. Is this common or a scarce outcome?

I BELIEVE that this just meant that you have a very healthy plant and that possibly you left too much stem left and that that is an uncommon scenario. But I am not reliable.

That’s common. Many times a cut stalk will produce several babies.
