Yes they do need dormancy, just keep them with your vft if you have any as hey grow near each other.

This looks different from other D.capillaris I've seen. Is it a long arm form? or a different form altogether?

'Long Arm' isn't native to North Carolina. The local plants tend to be compact and red, like these:
