my capensis has finished flowering today and i heard you should cut it soon after but i thought i'd just ask as im really not sure

You may wait a week even, so the seeds get drier, or cut the stalk from the very base, and let it dry in a paper.
Capensis almost does not drop the seeds, that is the reason for it. if it were burmanii, you really would need to even cut the single flowers as they get ripe!

I picked off one of the buds and removed the dead flower and these fell out, are these actual viable seeds?

Well, seeds can't bring pests or illness from a country to another whereas plants can. This is what I've found for the US, but it's almost the same anywhere in the world.

from infestation by pests and diseases, are
properly labeled and are not otherwise
damaged or dying.
Plant Services inspectors also enforce agricultural quarantines to keep out such exotic
pests as Japanese beetle and Asian gypsy
moth, as well as provide inspection
services to allow shipment of Washington
nursery products to other states and countries.
