my capensis has finished flowering today and i heard you should cut it soon after but i thought i'd just ask as im really not sure

You may wait a week even, so the seeds get drier, or cut the stalk from the very base, and let it dry in a paper.
Capensis almost does not drop the seeds, that is the reason for it. if it were burmanii, you really would need to even cut the single flowers as they get ripe!

i'll leave it a few days then cut it and wrap it in paper thanks coline

I picked off one of the buds and removed the dead flower and these fell out, are these actual viable seeds?

I think they are. But you should try germinating them.

Actually, there isn't any for seeds. I have had seeds from the US and Costa Rica shipped to me without any problem.

Well, seeds can't bring pests or illness from a country to another whereas plants can. This is what I've found for the US, but it's almost the same anywhere in the world.
