What is this? Why my leaf cuttings grown flytrap developed such abomination? Or is it sick or stressed?

Unless you are growing it outside and it is excruciatingly hot where you are, you probably should aim to keep the media moist instead of soaked.

It is staying inside with artificial lights. And if it is wet is because just water. I never keep them sitting in water. Since I only top water and remove the leftovers.

Ok, then just make sure that it doesn't stay that wet for to long. The deformed leaf is most likely just a glitch in growth. It happens sometimes, especially when they a leaf pulls, I believe. Just make sure it is getting plenty of light and staying moist. It should be fine.
