Because it is endangered, the government has jurisdiction of what you can do on your land. It’s only illegal in some states though.

If you haven't found anything yet, check with the Meadowview Biological Research Station in Virginia. They are at the northern end of Drosera capillaris's range, so their plants are the most cold-hardy of the bunch.

Already found some by a reputable vendor. D.capillaris from Boiling springs NC. Now I just got to find them darn Pings with North Carolina location data which I believe will be a LOT harder to find than the Capillaris. I've been searching for these specific Capillaris for over a decade. Was just by chance I heard about the ones from Boiling Springs NC.
