Question to admins: To discourage potential scammers, would it be possible to require X number of posts and a period of time before a new forum member gets access to the Private Message system?

I thought there was already something like that. Apparently not, because someone recently PM'd me on the day they joined. They have not posted anything to the forum. Odd and a bit worrying.

Not really, this is just a simple community forum, the technology is limited. It comes down to the members using their discretion in how they act.
Now, if this person is harassing you in PM, there are steps we, and you, can take but there aren't automatic prerequisites to using the features.
