That looks like a much less than ideal setup. Just sow them on the surface of the media, keep the media moist, and put it in the sun.

For starting seeds use peat/perlite 50/50. Then put a 1/8 inch layer of finely chopped sphagnum on top of that. Put the whole pot in a sealed plastic bag.
