Aldrovanda collection?

Hello, a while back I was at a lake and I recognized a carnivorous plant, at the time I thought it was and utric because those were the only aquatic carnivorous plant I knew a little about. Now I am positive it is an Aldrovanda vesiculosa. Aldrovanda vesiculosa is not native to the US and could become invasive(http://sarracenia.com/faq/faq5055.html). I was wondering whether it was legal or not to collect them because they are not native and I am not trying to increase the population level in the wild.

It’s not an endangered species in the US. You can collect it though permission from landowner should be obtained. If public water than no problem
