Yeah amazon even blocks you from buying it if you are in a area on that list, but not Etsy. They are like the wild west.

Could you just gift some to folks in those states, or is it illegal to cross state lines with them?

The the winter floating plant storage and the Betta's retirement home is done. Need to find a bio-load that will keep the plants happy so I don't have to keep adding fertilizer.
