Hello,
I got my first vft 1 month ago. It wasn't looking good when I got it. After a few days most of the leaves became black but I saw new ones coming out.
This is how I got it

Recently I noticed that the new leaves are not growing straight but they create an arc and they become black in the middle of the arc while the trap is still closed. What could that mean?

Also should I cut the flower? Could I wait a little longer to cut it so I could try to repot it and get a clone?

Mine looked like that when they had pest damage, but I'll defer to the experts. Can you tell us more about your growing conditions (water, sunlight, etc)? Also, I can't really tell from the picture, but if you're tray watering, and that outer pot is ceramic, it's got to be glazed on the inside or else it could leech minerals into the water that could kill the plant.

Here's a great resource for all your flower stalk questions. In short, since you're already having issues with the plant, it's probably best to snip it off. You can wait until it's an inch or two long and plant it. Much more details here:

I always use distilled water.
I have it outside. This is the temperature in my location

It gets about 2 hours a day direct sunlight. There is no way to get more.

Well the temps are a bit too cold for long periods and since dormancy is starting 2 hours of Sunlight is fine. Mine get NO light during dormancy and do just fine.
