Yes, but if the moss is alive, it will grow much faster than the seedlings ever could. It isn't harmful for the seedlings, but they will stretch in search for more light, and you won't be able to see them unlesss you regularly cut the moss back. If the moss is dead, no problem.

Perfect, if the seeds are fresh they will start germinating in a matter of days. In two weeks about 99% should have germinated, the remaining 1% will germinate randomly.
