Rules 1-8 of selling carnivorous plants is to play up how rare they are. Actual scarcity is of little concern.

Flava var. ornata are not particularly rare in florida
Flava var. ornata from Florida are not that much harder to find than other flava varieties from Florida
What may be rare is the county itself but I'm not too sure that it's all that uncommon (though it's not the most common county from Florida for sure)
Others may know more about it but in any case it's not exceedingly rare in the U.S.
Maybe it is in CA but I'm not sure
