The sundew will probably appreciate it if you keep considerably more water in the tray, at least 1/2", they like being wet and will make more dew that way. Keep an eye on your pitcher to be sure it doesn't get soggy, but with those two different heights of pots, half an inch of water should keep your sundew wet without soaking the pitcher too badly.
If that doesn't keep things wet enough for the sundew to start producing dew, you can keep an inch or so of water in the tray and just prop the pitcher pot up a bit.
If the sundew is new, it might not make any dew until it sprouts some new leaves, and then the new leaves will have dew on them and the old ones will stay dry.
